Project Profile:
The Rural Employment for COVID-19 Economic Recovery (RECOVER) is a project that will be implemented by a consortium of DanChurchAid (DCA), People In Need (PIN), and Voluntary Service Overseas (VSO) funded by the European Union in Cambodia for a period of 36 months. The action’s overall objective is “to contribute to inclusive economic recovery in the Tonle Sap region by improving food security, income and employment opportunities for fishing and farming communities and returnee labour migrants” The project will respond to the impacts of Covid-19 by ensuring smallholder farmers and fishers have increased food production and consumption in the horticulture and livestock value chains through their use of effective agricultural practices, products and services, and returnee labour migrants and laid-off workers in COVID-19 affected sectors have improved access to market relevant skills, affordable finance and social protection. The project will also address the challenges arising from indebtedness by providing financial literacy, loan restructuring support, subsidies, grants, and subsidized loans, provided by co-applicants as well as financial institutions as technical partners.
VSO will be leading the Technical and Vocational Education and Training (TVET) components on skill development initiatives around agro-processing sub-sector and will partly contribute to horticulture component. in The project will be implemented in 3 provinces Battambang, Kampong Chhnang and Kampong Thom.

Role overview

Job Purpose:
To plan and implement VSO’s exciting new RECOVER project in one of the target provinces (One based in Battambang, One based based in Kampong Thom and another one based in Kampong Chhnang province)

The role will focus on partnership building, stakeholder management in TVET and agriculture (agri-processing, and vegetable) value chains, facilitating shared understanding of the wider reaching benefits of the vocational training (TVET), MSME development through agri-processing, and horticulture (GAP); facilitating better access to improved inputs, technology, knowledge and job markets; developing stronger linkages between market actors to secure the market for smallholder farmers as well as job demand site. To provide support on day to day operation at the province. This role requires technical expertise in rural development, MSME development, TVET, agriculture, and management.

Project Planning:
•Developing detailed Provincial Project Implementation Plan including assessments, schedule and budget phasing, ensuring alignment with the overall Project Implementation Plan and consortium partners’ provincial plans
•Identifying, assessing, and planning responses to risks including safeguarding, safety and security

Leading and managing people:
•Selecting provincial team members and planning their induction
•Building team spirit, and inspiring and motivating the team to achieve the project goals
•Providing ongoing professional and personal support and empowerment to the provincial team, e.g. through 1- conversations, team training, workshops, coaching, meetings, and providing feedback on team members’ reports
•Agreeing and periodically reviewing performance objectives with direct reports

Stakeholder engagement, communication, and representation:
•Identifying stakeholders including community-level primary actors (individuals, households, and Micro, Small and Medium Enterprises), provincial partners, local authorities, and market actors
•Preparing and delivering training and workshops to stakeholders
•Continuously engaging primary actors, ensuring their participation, and growing their agency
•Representing VSO in relevant provincial CSO networks and VSO’s Practice Area and Core Approach communities of practice, and delivering evidence-based policy messages
•Continuously gathering content for communication assets such as primary actor quotes, pictures that meet VSO’s photography principles, and evidence of results

Monitoring, evaluation, and control:
•Monitoring delivery of Provincial Project Implementation Plan and expenditure against phasing, and managing the variance between plan and reality
•Periodically reviewing, analysing, and evaluating progress against indicators
•Developing provincial narrative and financial reports, ensuring harmony between the two
•Ensuring full compliance with VSO’s, donor’s and legal requirements including VSO’s Safeguarding and Criminal Practice and Whistleblowing policies
•Re-assessing risks and responding to issues as they occur

Skills, qualifications and experience

Selection Criteria:
-Bachelor’s degree in agriculture, economic and development, rural development, community development, agroindustry or related field.

-At least 2-3 years’ experience in rural livelihoods project preferably skill development initiatives through TVET, MSME development in agro-processing/vegetable, community development and market linkage/value chain, management (M&E/workplan development), and office operation or any relevant experiences.
-Experience in project coordination: planning and implementing activities, monitoring and control
-Experience in engaging stakeholders of different sectors, cultures, and from community-level primary actors to national-level partners

Knowledge and skills:
-Knowledge of stakeholders in TVET, Agri-processing, and agricultural sector
-Ability to inspire and empower others
-Proficiency in verbal and written English
