GREEN project profile:
GREEN is VSO’s new and exciting project in Cambodia, funded by the European Union and co-implemented by Save the Children and IDE. The goal of GREEN is that vulnerable fishing communities in the East Tonle Sap region improve their socio-economic status and resilience to climate change through better access to water supply, hygiene and sanitation, green economy initiatives including eco-tourism, and education.
VSO will lead on the green economy part: identifying and strengthening circular economy initiatives, green value chains and opportunities for eco-tourism, and promoting environmentally sustainable behaviours. VSO will work with public and private partners including the University of Battambang, the Ministry of Tourism, the Cambodia Hotel Association, and the Cambodian Association of Travel Agents.
The project will be implemented by a team of national staff and national and international volunteers. All team members value volunteering for development, are passionate about empowering communities, and are dedicated to promoting innovation, growth, and impact. VSO is now looking for inspirational change-makers to be part of this energetic team.

Role overview

Job responsibilities:
Project planning:
•Developing detailed Project Implementation Plan including assessments, schedule and budget phasing, ensuring alignment with VSO’s programme framework and consortium partners’ plans
•Developing Stakeholder Engagement and Communication Plan including engagement of primary actors and of VSO’s Practice Area and Core Approach teams, and areas for policy influence
•Identifying, assessing and planning responses to risks including safeguarding, safety and security

Leading and managing people:
•Planning recruitment and selecting project team members and planning their induction
•Building team spirit, and inspiring and motivating the team to achieve the project goals
•Providing ongoing professional and personal support to the project team, e.g. through 1-1 conversations, coaching, team meetings, and providing feedback on team members’ reports
•Agreeing and periodically reviewing performance objectives with direct reports

Stakeholder engagement, communication, and representation:
•Developing and periodically reviewing agreements with project and consortium partners
•Monitoring delivery of Stakeholder Engagement and Communication Plan
•Representing VSO in relevant CSO networks, technical working groups, and VSO’s Practice Area and Core Approach communities of practice, and delivering evidence-based policy messages
•Developing and disseminating project-specific VSO-branded communication assets

Monitoring, evaluation, and control:
•Monitoring delivery of Project Implementation Plan and expenditure against phasing, and managing the variance between plan and reality
•Periodically reviewing, analysing, and evaluating progress against indicators
•Developing narrative and financial reports, ensuring harmony between the two
•Ensuring full compliance with VSO’s, donor’s and legal requirements including VSO’s Safeguarding and Criminal Practice and Whistleblowing policies
•Re-assessing risks and responding to issues as they occur

Programme management:
•As member of the VSO Cambodia Programme Management Team: supporting programme coordination, design, business pursuit, resourcing, evaluation, review, learning, and visibility

Skills, qualifications and experience

Selection criteria:
•At least a Bachelor’s degree in economics, environmental studies, rural or community development, business development, or a related field, a relevant Master’s degree is preferable

•At least 5 years’ experience in working in related development projects, of which at least 2 years in a managing role
•Experience in project management: planning, leading and managing people, risk management, monitoring and control
•Experience in engaging stakeholders of different sectors, cultures, and from community-level primary actors to colleagues at international level

Knowledge and skills:
•Very good understanding of project management
•Good understanding of the livelihoods sector and livelihoods stakeholders in Cambodia
•Proficiency in verbal and written English
